$90M million voucher pilot launched by New Jersey Economic Development Authority (NJEDA) for Medium and Heavy Duty Zero-Emission Vehicles. This pilot is funded by Regional Greenhouse Gas Initiative (RGGI) proceeds allocated to NJEDA for the purposes of reducing harmful emissions, especially in communities disproportionately impacted by transportation emissions, and creating economic opportunity within the state. The program will provide vouchers with base values ranging between $20,000 to $175,000.

• Timeline and process/plans by which Vendor intends to comply with the terms of the voucher (e.g., delivery of vehicle, development of charging/fueling plans, implementation of maintenance plan, etc.) prior to expiration of voucher
• Agree to accept the Program’s voucher amount as a portion of the Applicant’s final vehicle payment, deducting the full voucher(s) amount from the upfront cost.

The Bureau of Mobile Sources’ Diesel Modernization Program is a primarily a diesel replacement program. This program utilizes State and Federal funding to replace both marine engines and non-road diesel vehicles – anything from ferry vessels to backhoe loaders and bulldozers. Contingent upon open solicitations, the program also works with both municipalities and private entities to electrify on-road diesel vehicles, such as school buses, garbage trucks, and port equipment.

NHDES has $800,000 available for diesel emissions reduction project awards. NHDES will accept proposals for these funds through September 15. Proposals will be evaluated and scored competitively (see Section 3 for evaluation details) and qualifying projects meeting minimum requirements will be funded. If more proposals are received than can be funded, NHDES will prioritize funding higher scoring projects. NHDES reserves the right to negotiate contracts and to offer partial funding on projects.

The Clean Off-Road Equipment Voucher Incentive Project (CORE) is a multi-million incentive project intended to encourage California off-road equipment users to purchase or lease currently commercialized zero-emission off-road equipment.

The California CORE program funding for 2024 will be released in June 2024 but are currently taking new equipment applications

The CCDP will make grants to fund the technologies described below. All-electric (zero emissions) types of equipment will be given preference and will qualify for grants that cover a higher percentage of costs because they completely eliminate diesel emissions. Hybrid-electric types qualify for lower-percentage grants because they don’t cut emissions as much. (Grant percentages are detailed in the Funding and Cost-Share Requirements section.)

All-electric (zeroemissions) types of equipment will be given preference and will qualify for grants that cover a higher percentage of costs because they completely eliminate diesel emissions. Grants of up to 25-45% of the project cost will be awarded, depending on the type of equipment.

Infrastructure projects must follow Buy America Sourcing requirements. This requires that all iron, steel, manufactured products, and construction materials must be “produced in the US”. For legal definitions and sourcing requirements, the recipient must consult EPA’s Build America, Buy America website.

DEQ currently offers grants and loan programs for alternative energy systems, alternative fuel transportation, and electric vehicle infrastructure. Additional tax credits and rebates recently passed by congress will roll out soon. Some of those grants and rebates will be administered by DEQ, while others will be administered federally.

The DERA program promotes an array of diesel emissions strategies by working with manufacturers, fleet operators, air quality professionals, environmental and community organizations and state and local officials to address the varying priorities of different regions and sectors.

• authority, which has jurisdiction over transportation or air quality. School districts,
• municipalities, metropolitan planning organizations (MPOs), cities, and counties are all
• generally eligible entities under this assistance agreement program to the extent that they fall

DERA offers grants that provide funding for local fleets to replace, repower, or retrofit older higher emitting diesel engines with newer diesels or newer alternative fuel vehicles.

• Non-road equipment must operate more than 500 hours per year. Must have written and adopted financial policies and procedures. Replcement equipment must not be larger in weight class than existing and it must resemble the replaced equipment in form and function. Replacement equipment must continue to perform similiar function and operation as the equipment being replaced. Scrappage of piece of equipment by drilling hole in engine block and cutting frame.

This grant program provides incentive funding from Oregon’s share of the Environmental Mitigation Trust Fund (VW settlement); a $72.9 million settlement dedicated to projects that reduce diesel emissions.

This program offers incentives for diesel fleet owners to replace older, dirtier vehicles with trucks that meet stricter emissions standards

• Describe the equipment's purpose, routes, primary location(s), and daily/weekly/seasonal operation schedule.
• Detail the percentage of time the equipment operates in the following counties: Box Elder, Cache, Davis, Salt Lake, Tooele, Utah, and Weber.

The New Mexico Environment Department (NMED) provides U.S. Environmental Protection Agency Diesel Emission Reduction Act (DERA) funding for heavy-duty on-road new diesel or alternative fuel repowers and replacements, as well as off-road all-electric repowers and replacements, with priority to hydrogen fuel cell projects.

• Any public or private entity or nonprofit organization, based in New Mexico, in existence for at least three consecutive years, and whose vehicles/equipment are registered, (or have an International Registration Plan if applicable) in the State of New Mexico. Eligible projects include, but are not limited to: idle reduction technologies, aerodynamic technologies, and the retrofit or replacement of diesel vehicles and equipment throughout the state. Eligible diesel vehicles, engines and equipment may include: buses (school and Class 5+ transit); Class 5 – Class 8 heavy-duty highway vehicles (e.g. refuse, commercial transportation); marine engines; locomotives; and nonroad engines, equipment, or vehicles such as those used in construction, handling of cargo (including at ports and airports), agriculture, mining, or energy production (including stationary generators and pumps). The existing vehicle, engine, or equipment must be fully operational. The replacement vehicle, engine or equipment should resemble the replacement in form and function. The replaced vehicle must be scrapped by drilling a three-by-three-inch hole in the engine block and disabling the chassis by cutting through the frame rails on each side. A scrappage statement signed by the vehicle owner and the dismantler is required.

As part of the Energy Policy Act of 2005, the Diesel Emissions Reduction Act (DERA) appropriates funds for projects to reduce diesel emissions from diesel fleets. Thirty percent of the annual DERA appropriation is made available by the Environmental Protection Agency to support grant, loan or rebate programs administered by states and territories to achieve significant reductions in diesel emissions through the use of certified engine configurations or verified emission control technologies.

• Eligible applicants include government, nonprofit, and private entities that own or operate diesel fleets and equipment. Additional restrictions apply. This grant program is partially funded by Iowa’s portion of the Volkswagen Environmental Mitigation Trust. This grant program reflects our commitment to achieve substantial emissions reductions by replacing older, more polluting diesel-powered vehicles and equipment with newer, cleaner technology that uses a variety of fuel types.

• Recipients may not seek reimbursement for funds expended prior to the signing of

• verification by SCDHEC staff.
•  Quarterly and final reports must be submitted according to the timeline and
• criteria set forth in the grant contract.

This competitive grant program provides public and private entities with funding for eligible diesel emissions reduction projects.

• Includes diesel powered engines, equipment and vehicles used in construction, handling of cargo (including at ports and airports), agriculture, mining, or energy production (including stationary generators and pumps), and transport refrigeration units (TRUs). Eligible entities include regional, state, or local agencies; tribal governments (or intertribal
• consortia) and native villages; or port authorities, which have jurisdiction over transportation or
• air quality, and nonprofit organizations or institutions that: a) represent or provide pollution

The Vermont Diesel Emissions Reduction Financial Assistance Awards were developed to provide technical assistance and incentive funding for projects that reduce diesel emissions from engines, vehicles, and equipment in Vermont with the goals of reducing public exposure to emissions from diesel-powered engines and the associated risks to public health and the environment.

• All interested local, State and regional agencies or departments as well as businesses, institutions and nonprofit organizations operating in the State of Vermont. Must cost share project- Eligible diesel emission reduction projects include: certified vehicle or equipment replacement with all-electric (battery, grid, or fuel cell), alternative fuel, or newer diesel options; certified engine replacements; clean alternative fuel conversions; verified emission control technologies such as exhaust controls, cleaner fuels, and engine upgrades; verified idle reduction technologies such as auxiliary power units, fuel operated heaters, shore connection systems, transport refrigeration unit (TRU) electrified parking spaces, and truck stop electrification technologies; and/or verified aerodynamic technologies and low rolling resistance tires.

The program's goal is to help communities save energy costs, create jobs, improve the environment, and build a more sustainable New York

Funding availability for projects designed to significantly reduce diesel emissions from nonroad vehicles and equipment across Indiana. Nonroad vehicles and equipment include vehicles, engines, and equipment used for construction, agriculture, cargo handling (port, airport, and others), rail transportation, marine transportation as well as others.

• This is a statewide competitive grant program open to public and private entities that operate diesel powered equipment. Public entities, for example, may include local, city, county, and state government and quasi-government entities. Private entities may include family-owned businesses, partnerships, limited liability corporations as well as corporations.

The Maryland Energy Administration (MEA) is offering grants to purchase qualifying zero-emission vehicles (ZEVs) and heavy equipment for commercial or industrial use. This program provides grants to Maryland fleet companies, organizations, and communities to help defray the costs of purchasing qualified, newly manufactured zero emission medium-duty or heavy-duty zero-emission fleet vehicles and qualified heavy equipment property.

• To be eligible, an applicant must have at least three (3) vehicles in their existing fleet, or in their fleet after purchase of the ZEV vehicles being submitted for consideration under the MHD ZEV Program. These vehicles must be domiciled at a non-residential place of business. Applicants must be in good standing with the Maryland State Department of Assessments and Taxation. Can not have previously been awarded or are expecting to be awarded funding through the State’s VW Environmental Mitigation Trust Fund program(s) or other State funding programs.

Louisiana Department of Environmental Quality has received DERA funding from the US Environmental Protection Agency for FY 2023-2024. These funds will be granted through LDEQ’s Louisiana Clean Diesel Grant Program.

• Eligible applicants for this grant are any public or nonprofit organization that has eligible diesel equipment, whose business/facility/organization is based in Louisiana and has been in existence for at least three consecutive years and whose vehicles/equipment are registered in the state of Louisiana.

The North Carolina Division of Air Quality announced more than $1.1 million in grant funding awards to projects that will reduce air pollution from diesel powered mobile sources, as part of the 2023 Mobile Sources Emissions Reductions grants.

• The North Carolina Division of Air Quality (DAQ) administers the Mobile Sources Emissions Reduction Program to fund the replacement of older diesel vehicles with cleaner alternatives. The goal of the program is to achieve signification reductions in diesel emissions, including nitrogen oxides (NOx) and greenhouse gases. Mobile Sources Emissions Reduction Grants can fund a wide range of projects. Projects include:
• Repowering on-road and nonroad equipment with newer, cleaner engines
• Replacing old on-road and nonroad equipment with new, cleaner vehicles
• Converting vehicles to run on alternative fuels
• Expanding medium and heavy duty electric vehicle usage throughout the state
